OceanX Ltd Set to Launch Nigeria's First AI-Powered Maritime Compliance Platform
Last updated: June 2026
OceanX Ltd is preparing to launch NEXA: Nigeria's first AI-powered maritime compliance platform, in the last quarter of 2026. NEXA is set to transform how ship owners, vessel operators, flag administrators, and port authorities across Nigeria manage vessel certificates, track compliance, and respond to regulatory requirements.
The Problem NEXA Solves
Nigeria's maritime sector is one of the largest in West Africa, with hundreds of commercial vessels operating under the oversight of NIMASA, NIWA, NPA, and international regulatory bodies. Yet despite the scale and importance of this industry, the vast majority of certificate management in Nigeria is still done manually, through paper files, spreadsheets, and email chains.
The consequences are significant:
- •Vessels operating with expired or missing certificates face detention by Port State Control authorities
- •Ship owners often discover compliance gaps only when it is too late, at the point of inspection
- •Renewing certificates requires navigating multiple issuing authorities with different timelines and documentation requirements
- •Flag administrators have no efficient way to track the status of certificates they have issued
NEXA was built to fix this. OceanX Ltd spent over a year studying how maritime compliance actually works in Nigeria, speaking to ship owners, NIMASA officials, classification surveyors, port agents, and vessel operators, before designing a platform that fits the real-world operational environment of Nigerian shipping.
What NEXA Does
NEXA is a cloud-based compliance management platform built specifically for the Nigerian and West African maritime context. Key capabilities include:
- •AI-Powered Certificate Extraction: Upload a PDF or image of any vessel certificate and NEXA's AI automatically reads and extracts the key data including certificate number, issue date, expiry date, issuing authority, and vessel details. No manual data entry required.
- •Real-Time Compliance Scoring: Every vessel on NEXA carries a live compliance score, calculated as the proportion of valid certificates against the total certificates required for that vessel type. Ship owners and operators can see their compliance status at a glance.
- •Automated Expiry Alerts: NEXA monitors every certificate and sends automatic email alerts at 90, 60, and 30 days before expiry, giving operators enough time to arrange renewals before a certificate lapses.
- •NIMASA Certificate Knowledge Base: NEXA includes a built-in knowledge base covering the full certificate requirements for each vessel type under Nigerian and international maritime law, helping operators know exactly what certificates their vessels need.
- •Vessel Transfer Management: The platform supports the transfer of vessel ownership between organisations, with a dual-approval system ensuring both seller and buyer must confirm the transaction before vessel records change hands.
- •Team Collaboration: Multiple users within a shipping company can access NEXA with different role levels: Owner, Admin, or Viewer, supporting the way real shipping companies operate.
Why Now
NIMASA has been signalling a clear shift toward digital compliance management. The regulatory environment is moving in a direction that will increasingly reward operators who can demonstrate real-time, auditable compliance records, and penalise those who cannot.
At the same time, global shipping standards are tightening. IMO's Environmental and Safety conventions, including MARPOL and SOLAS, place heavy documentation burdens on vessel operators. For Nigerian ships operating internationally, maintaining an impeccable certificate record is not optional.
OceanX Ltd believes the time for a dedicated Nigerian maritime compliance platform is now. The need has never been more acute. NEXA is the answer.
Who NEXA Is Built For
NEXA is designed for every stakeholder in Nigeria's maritime compliance ecosystem:
- •Shipping Companies & Vessel Operators: Manage all vessels and their certificates from a single dashboard. Never miss an expiry again.
- •Flag Administrators: Track certificates issued under your authority and receive alerts when they approach expiry.
- •Classification Societies: Monitor the compliance status of vessels you have surveyed and certified.
- •Service Stations & Surveyors: Access vessel documentation digitally and collaborate with ship owners on renewals.
- •Port Agents & Freight Forwarders: Support clients with compliance checks as part of port clearance and cargo operations.
Launch Timeline
NEXA is scheduled to launch in the last quarter of 2026 (Q4 2026). OceanX Ltd is currently completing final platform development, security testing, and onboarding preparations.
